Since January 2024 the US, EU and UK have taken 819 measures against firms and people with an address in mainland China (369) or Hong Kong (450): 584 by the US, 144 by the EU and 91 by the UK.

337 of the US measures are under its Iran programmes and 247 under its Russia programmes. 108 of the EU measures are export restrictions under Annex IV of Regulation 833/2014.

All three lists often file Hong Kong addresses under China. The monitor shows Hong Kong separately when the address names Hong Kong or a Hong Kong district or street, and never codes a mainland address as Hong Kong.

In 2025 China sold US$1,067.0bn of goods to the US, the EU and the UK, 28% of its goods exports, and bought US$124.0bn of goods from Russia.

Which rules reach mainland China or Hong Kong, and what would trigger them?
Rules that reach firms and banks in mainland China and Hong Kong along with every other country, and one US law whose oil provision names Chinese banks alone: under the Iran-China Energy Sanctions Act, a Chinese financial institution’s transaction involving the purchase of Iranian petroleum can count as significant whatever its size. The Act does not define the term or mention Hong Kong.

The Graham Act, signed on 18 September 2026, requires the President, within 30 days of enactment, to raise duties to a rate of up to 100% on all goods from any country that knowingly makes new purchases of Russian crude oil or natural gas on or after 18 October and was among the five largest importers, by volume, of Russian crude or gas in the 12 months before enactment (s.113). The President may waive the duty after certifying to Congress in writing that the waiver is in the US national interest (s.115). In CREA’s data China was the largest importer of both Russian crude and Russian gas in that period.
By the same date, s.103 requires full sanctions on Sberbank, VTB, Gazprombank and other state-owned Russian banks. It also covers any foreign financial institution that engages in significant transactions with those banks, unless the Treasury Secretary determines that sanctioning that institution is not consistent with US economic or foreign-policy interests (s.103(c)).
Section 113 also covers any country that was among the “top 5 countries facilitating Russian oil sanctions evasion” in the 12 months before 18 September 2026, judged by where the firms involved are located, operate or are organised, and including services to shadow-fleet tankers. The Act names no country and does not mention Hong Kong. The US, the EU and the UK have each listed Hong Kong firms in Russian oil trading or shipping.

Section 103 requires the President to review, by 16 April 2027 (210 days after enactment) and every 180 days after that, which banks meet its Russian bank tests, and to sanction any not yet covered. It is the first scheduled review after the 18 October deadline, at which foreign banks, including any in Hong Kong or mainland China, that still deal significantly with Sberbank, VTB, Gazprombank or other Russian state-owned banks and were not sanctioned in October could be added.
OFAC warned foreign financial institutions that still do business with Iran or its financial sector that they may be sanctioned, possibly without advance notice, and told them to detect and disrupt Iranian ‘shadow banking’, citing FinCEN guidance. FinCEN’s analysis of 2024 US bank reports, which the alert cites, found about $9 billion of potential Iranian shadow-banking activity, of which Hong Kong-based companies transacted about $4.8 billion, or 53%.
OFAC listed seven Hong Kong-registered companies and two individuals that Treasury describes as Hong Kong-based under its Iran programmes; OFAC’s entry for one of the two gives only ‘China’. Treasury says five of the companies received shadow-banking transfers for a firm it links to Iran’s Bank Shahr, and two supplied auto parts to Iranian carmakers. OFAC’s entries show that four of the five were incorporated in 2024. The same day OFAC issued E.O. 13902 determinations covering Iran’s automotive and rail sectors.

On the Graham Act becoming law, MOFCOM said China opposes unilateral sanctions and so-called secondary sanction measures. It said it will follow the next US steps and reserves the right to take all necessary measures to protect Chinese companies.
CREA found that China was the largest buyer of Russian fossil fuels in August 2026. In CREA’s cumulative tally since 5 December 2022, China has bought 50% of Russia’s crude exports, ahead of India at 37%.
Treasury launched Operation Economic Outcast against Iran on 24 August 2026, and some Chinese firms were listed. Asked whether China would change its dealings with Iran to meet US demands, the foreign ministry said China’s cooperation with Iran is lawful and should not be disrupted.

After the EU’s 21st Russia package, which MOFCOM said placed 14 companies from the Chinese mainland and Hong Kong on the EU’s sanctions list, MOFCOM added 14 EU entities, including Lafert S.p.A., to its export-control Restricted Namelist. The listing bars exports of Chinese dual-use items to them.
Regulation (EU) 2026/1848, published on 23 July, added 51 entities to Annex IV, the list of firms the EU says support Russia’s military and industrial complex, 27 of them in third countries. Four are in Hong Kong: Xiefeng (HK) Int’l Electronics, Pixel Devices, KCONE International Trade and Corp-Link International Forwarding. The listings took effect on 24 July. The UK had listed Xiefeng on 24 February 2026, and OFAC listed Pixel Devices on 1 May 2024.

Hong Kong’s Court of First Instance refused to set aside enforcement of a EUR 30 million LCIA arbitration award won by a Russian nickel and palladium producer against a Canadian bank, which had argued that paying would expose it to prosecution under Canada’s Russia sanctions. The judge found no real risk of prosecution had been shown, and held that in any event Hong Kong public policy is not dictated by a foreign state’s policy and that Canada’s sanctions have no application in Hong Kong.

Bloomberg News reported on 6 May, and Reuters relayed without being able to verify it, that before 1 May the NFRA gave verbal guidance to China’s largest lenders to temporarily suspend new yuan loans to five refineries recently sanctioned by the US over Iranian oil, including Hengli Petrochemical (Dalian) Refinery. The banks were not told to call in existing credit. The NFRA and Hengli did not immediately respond to Reuters.
MOFCOM issued a blocking order: the US sanctions on five refiners listed by OFAC over Iranian oil may not be recognised, enforced or complied with. The five are Hengli Petrochemical (Dalian) Refinery (listed 24 April 2026) and Shandong Shouguang Luqing, Shandong Jincheng, Hebei Xinhai and Shandong Shengxing (listed in 2025).
MOFCOM said China strongly deplores and firmly opposes the listing of Chinese firms in the EU’s 20th Russia package, urged the EU to remove them, and said all consequences will be borne by the EU.
From 24 April 2026, MOFCOM removed the EU banks UAB Urbo Bankas and AB Mano Bankas from its countermeasures list, citing the EU’s 23 April decision to revoke its sanctions on two Chinese financial institutions. China had listed the two banks in August 2025, after the EU sanctions on the Chinese lenders took effect on 9 August 2025.

Rejecting the US 2026 Hong Kong Policy Act Report, the Hong Kong government said it fully enforces UN Security Council sanctions, does not implement unilateral sanctions imposed by other countries, and monitors and inspects suspicious Hong Kong-based companies to enforce UN sanctions. It used the same wording in November 2024 and November 2025.

The State Council published the Regulations on Countering Improper Foreign Extraterritorial Jurisdiction, in force on publication. They bar any organisation or individual from implementing or assisting foreign measures that China identifies as improper extraterritorial jurisdiction.
In a circular on its review of sanctions screening, the HKMA said the institutions it reviewed generally understood their obligations under Hong Kong’s sanctions regime and, where applicable, under other jurisdictions’ regimes for their international operations, and called it good practice to monitor geopolitical developments and the sanctions risks they bring. Its circular of 8 August 2020 said unilateral sanctions imposed by foreign governments have no legal status in Hong Kong and create no obligation for banks under Hong Kong law.
The UK announced what it called its largest sanctions package against Russia since the early months of the invasion in 2022, including 175 companies in the ‘2Rivers’ oil network. 24 of that day’s UK listings are of firms with a Hong Kong address; the UK list describes 22 of them as associated with one individual whom it links to Coral Energy Group, now 2Rivers Group.
MOFCOM said China strongly deplores and firmly opposes the EU’s 19th Russia package, which for the first time listed large Chinese refineries and oil trading companies, and urged the EU to stop listing Chinese firms. The monitor’s database shows Liaoyang Petrochemical, Shandong Yulong Petrochemical and Chinaoil (Hong Kong) listed by the EU on 23 October 2025.
Reuters reported, citing trade sources, that China’s state oil majors suspended purchases of seaborne Russian oil, at least in the short term, after the US listed Rosneft and Lukoil on 22 October 2025. The companies did not comment.
Reuters reported, from memos shared by traders, that state-owned Shandong Port Group barred tankers on the US OFAC list from docking, unloading or receiving services at its ports, which include Qingdao, Rizhao and Yantai.
Reuters reported, citing Russian sources, that Chinese state banks were shutting down transactions with Russia ‘en masse’. Payments worth tens of billions of yuan were held up after the US Treasury threatened secondary sanctions on banks in China and other countries in June 2024.
